The Policy Project is a 501(c)(3) non-profit that acts as an accelerator for sound public policy through community education, grassroots organizing, relationships with community and state leadership, and the creation of public-private partnerships. We craft policy solutions to solve problems and build community to change culture. As a young organization, we have a proven track record in orchestrating broadly supported policy change in areas including women’s health, public education, and sexual abuse prevention. With a current focus on state-level policy in Utah, we are eager to expand our impact into areas such as childcare, housing affordability, and other policies impacting working families’ economic success.

The Senior Policy Analyst will play a pivotal role in shaping and advancing The Policy Project’s policy initiatives through rigorous research, analysis, and strategic recommendations. This position is critical to translating complex policy issues into actionable insights that align with the organization’s mission and values. The Senior Policy Analyst will collaborate closely with senior leadership to influence decision-making processes and drive forward the organization’s advocacy efforts. This role offers a unique opportunity to contribute to impactful policy changes and foster relationships with key stakeholders in the public policy arena.

Job Responsibilities:

  • Legal Mapping: Conduct legal mapping on key policy topics to analyze state laws and provide a clearer picture of the evolving regulatory landscape across jurisdictions.
  • Literature Reviews: Identify and synthesize a wide range of academic and industry sources to assess trends, best practices, and causal links associated with proposed policies.
  • Data Visualization & Storytelling: Distill complex information and large quantities of data into understandable and actionable insights for decision makers, the media, and the public.  
  • Primary Research: Design, administer, and analyze the results of surveys, interviews, and focus groups to inform the policy development process. 
  • Monitor Emerging & Existing Policy: Identify leading industry contributors and like-minded policy institutes and be familiar with their publications and recommendations. Stay current with new research and publications in relevant disciplines, and distill emerging policy trends for the broader team.
  • Develop Public Policy Strategy: In collaboration with the President, develop a short- and long-term public policy strategy to include both annual community-focused policy solutions as well as deep, systemic multi-policy solutions to solve for persistent public difficulties. Develop timelines and identify needed policies to reach strategy goals. 
  • Stakeholder Outreach: Develop relationships and glean insights from policy experts, academic experts, policymakers, and administrators to inform the policy development process. 
  • Perform all other duties as assigned.


  Job Qualifications:

  • Master’s in public policy, law, administration, or other related fields preferred. Bachelor’s degree in related field required.

  • Minimum of 2+ years of experience in public policy analysis.

  • Experience with qualitative and quantitative data collection and analysis.

  • Familiarity with the public policy landscape and key policy institutes.

  • Ability to establish and maintain effective partnerships with experts, academics, research professionals, and other industry stakeholders.

  • Experience and interest in project management, delegation, and leading team members.

  • Excellent written and verbal communication skills, including the ability to translate complex issues to key takeaways for diverse audiences.

  • Understanding of legislative frameworks, government structures, and decision-making processes that influence policy development.

  • Interest in working on a wide variety of policy issues and collaborating with experts in other subject areas.

  • Ability to work well autonomously and as a member of a highly-collaborative team.

  • Enthusiasm for The Policy Project's mission and values.
