First Step House is hiring a full time, fully licensed Program Manager for our ACT program!!!

The Assertive Community Treatment (ACT) Program Manager oversees the daily operations, clinical integrity, and performance outcomes of the ACT program, serving adults with serious mental illness. This role provides leadership, supervision, administrative oversight, and ensures fidelity to the ACT model while promoting a recovery-oriented, trauma-informed, and person-centered service environment. With support from the ACT Team's Program Assistant, this individual is solely responsible for the daily organization of the ACT Team's efforts to ensure that each ACT recipient receives at least four (4) contacts weekly; this daily organization includes the following: team shift scheduling, recipient service tracking, daily calendaring of recipient appointments and events, and triaging appointments based on recipient need and general status. The ability to triage recipient crises while maintaining scheduled events and services as well as the daily operation of the team is critical.

Importantly, in addition to their administrative responsibilities, this employee will spend at least 50% of their time dedicated to "direct service" with ACT recipients. Including travel time, this is defined as at least 10 hours per week.

Salary: $87,000 – $94,000 per year

Flexible schedule: 4 days | 9 hours

Duties to include but not limited to:

  • Develops and implements policies, workflows, and procedures that support efficient operations and clinical excellence.
  • Delegates client needs, team responsibilities, and fidelity requirements daily.
  • Regularly collaborates with executive team members from community partners and healthcare systems (e.g., the Medical Director of the Utah State Hospital).
  • Works in cooperation with the Executive Team and the Executive Director to appropriately develop, advance and preserve the philosophy, mission, vision, values, and financial strength of the agency.
  • Manages a multi-disciplinary team of 8-14 individuals.
  • Creates and maintains weekly and monthly work schedules, including evening and weekend on-call coverage, and 24x7x365 crisis availability.
  • Spends at least 10 hours per week in direct face-to-face client services.
  • Conducts clinical interviews of potential ACT recipients and reviews existing assessment information.
  • Provides individual and group clinical supervision to team members, including therapists, case managers, nurses, peer specialists, vocational specialists, and psychiatric providers.
  • Reviews and monitor treatment plans, risk assessments, crisis plans, and clinical documentation.
  • Facilitates daily team meetings to coordinate care, review caseloads, track contacts, and assign responsibilities.
  • Ensures the integration of trauma-informed care, harm reduction, motivational interviewing, and recovery-oriented practices. trauma-informed care, harm reduction, motivational interviewing, and recovery-oriented practices.
  • Ensures accurate billing capture, utilization tracking, and revenue optimization.
  • Participates in agency leadership meetings, strategic planning, and interdisciplinary initiatives.
  • Other duties as assigned

Education and Experience:

  • Must possess an ability to accurately assess and diagnose a variety of mental health and substance abuse diagnoses using industry standard diagnostic tools (e.g., DSM-V TR)
  • Possesses a thorough understanding of all contracts and working agreements existing between the agency and outside individuals and agencies including the administration of grants.
  • Must have working knowledge of the fields' ethical codes (e.g., ACA, APA, AMHCA, NAADAC, NASW, and the UNA standards/codes of ethics)
  • Must have a valid driver's license and meet insurance eligibility requirements
  • Must possess a thorough understanding of the ACT Team model, principles, and fidelity measures.
  • Minimum of a master's degree (MSW, MSC) in the treatment of mental health disorders, with specific understanding of perceptual, thought content, and mood disorders, namely schizophrenia, bipolar I, and schizoaffective disorders.
  • 3 years of post-licensure experience (no less than five years of post-graduate experience).
  • Current professional licensure within the State of Utah.
