Submit a cover letter and resume to admin@utahdonorcollaborative.com. In your cover letter, please address how your experience matches the key responsibilities and required skills outlined below. Your response must address the following questions:

• What experience do you have with legislative advocacy or policy work?

• What experience do you have managing coalitions or building partnerships?

ABOUT THE ROLE

Are you a skilled policy advocate with a passion for democracy reform? Utah Donor Collaborative is seeking a Democracy Program Manager to lead our democracy-focused work at both the legislative and research levels. This is a unique dual-track role: part legislative strategist and coalition leader, part policy researcher and reform architect.

On the legislative side, you will track and advance democracy-related bills — including judicial independence, primary reform, and vote-by-mail — and manage the Let Utah Vote Coalition, serving as a credible and public-facing advocate with the Utah Legislature. On the research side, you will lead longer-horizon thinking about large-scale electoral reform, including serving as a liaison for initiative-related efforts and helping chart the next major ballot measure. This is an opportunity to shape Utah’s democratic future from the inside out — working at the intersection of politics, policy, and civic infrastructure.

KEY RESPONSIBILITIES

Policy Issue Education

• Track, analyze, and educate the public on democracy-related legislation, including bills related to judicial independence, primary reform, vote-by-mail, and other electoral issues.

• Manage the Let Utah Vote Coalition, including coordinating members, facilitating shared goals and programs, and sustaining partner relationships.

• Serve as a credible, public-facing advocate with the Utah Legislature and key stakeholders.

• Build and maintain relationships with state and national partners working on democracy and electoral reform.

Research & Reform

• Lead research, education, and long-term planning on large-scale and small-scale electoral reform opportunities in Utah.

• Serve as organizational liaison for efforts related to direct democracy and lead future ballot measure research.

• Synthesize policy research and landscape analysis to inform long-term reform strategy.

• Engage funders, partners, and stakeholders around future reform efforts.

SKILLS AND EXPERIENCE

• Experience in policy analysis, bill tracking, and issue education.

• Demonstrated ability to manage coalitions or multi-stakeholder partnerships.

• Strong written and verbal communication skills, including comfort being public-facing.

• Research and analytical skills, with the ability to translate complex policy into an accessible strategy.

• Grassroots advocacy experience.

• Adaptable and comfortable operating with some ambiguity and autonomy.

• Experience cultivating and managing national partnerships is a plus.
