Early Head Start Child Care Partnership Facilitator

Human Services Management

Position Description: Following the Head Start Program Performance Standards, the Child Care Partnership Facilitator provides leadership for the child care staff and collaborates with community child care partners. They oversee education and childhood development; disabilities; eligibility, recruitment, selection, enrollment and attendance; safety, health, nutrition, and mental health; family and community engagement program services; and collaborate with the program coordinator to ensure the effective delivery of services.


Responsibilities:

    Provides training, mentoring, coaching, and monitoring of assigned staff.  

    Coordinates team meetings with staff and child care centers. 

    Collaborates with Part C for the appropriate provision of Early Intervention services to children with disabilities and their families.

    Manages data and information related to the Head Start Program Performance Standards using ChildPlus and reports this information to the program coordinator.

    Participates with the program coordinator and facilitators in the preparation and update of community assessments, self-assessment, annual report, program information reports, Policy Council reports, and other required reports. 

    Participates in the annual program and strategic planning cycles including grant preparation and program procedures; Office of Head Start Region VIII annual site visits and audit preparation.

    Oversees the maintenance of assigned facility including child care centers. Responsible for the ordering, tracking, and storage of related equipment and supplies. 

    Participates on the School Readiness Team and assists in the collection and analysis of data related to program components.

    Monitors program operation through the facilitator and staff meetings, and monitors day-to-day operations with staff. 

    Collaborates with each center’s director or coordinator to ensure on-site compliance with applicable requirements of the Head Start Act and Head Start Program Performance Standards.

    Ensures that child care teachers receive appropriate training and education compliant with the Head Start Act and Head Start Program Performance Standards.

    Recommends to the program coordinator worthwhile conferences and workshops and staff members who might attend.

    Develops and maintains relationships with community partners to ensure appropriate services to participants and collects non-federal match.

    Submits requisitions for supplies and equipment, requests petty cash, and recommends purchases.

    Makes recommendations regarding the schedules of team members; monitors and approves the time cards and leave of assigned staff; and monitors the team’s adherence to posted weekly schedules.

    Conducts employee performance reviews of assigned staff according to policy. 

    Ensures that the needs of program participants are addressed with respect for each family’s language and ethnicity. 

    Participates in staff in-service training, serves on committees, and attends workshops and conferences as requested or approved.

    Attends team meetings as necessary and all mandatory DDI Vantage meetings.

    Demonstrates professionalism and protects the confidentiality of all clients. 

    Completes written documentation in a timely manner to ensure program compliance.

    Fulfills other duties as assigned.


Minimum Requirements:

    A bachelor’s degree from an accredited college or university in early childhood education, family studies, health services or related field.

    Experience working with children and families; knowledge of child development and family dynamics; and knowledge of community resources.

    Legible handwriting; computer literacy and specific knowledge of basic application programs such as word processing, spreadsheets, databases, and email.

    A valid driver license, access to reliable transportation, and automobile insurance coverage.

    The ability to read, analyze, and interpret referrals, evaluations, and relevant periodicals; write reports and correspondence; make effective verbal presentations to individuals and groups; and respond to requests and questions from supervisors, clients, and the general public.

    The ability to add, subtract, multiply, and divide in all units of measure using whole numbers, common fractions, and decimals.

    The ability to define problems, collect data, establish facts, and draw valid conclusions; and interpret and deal with several abstract and concrete variables.

    The ability to communicate effectively and interact positively and constructively with staff, children, and families.


Physical Activity:

    While performing this job, the employee will spend time sitting, walking, listening/speaking, writing and operating a personal computer. They are frequently required to stoop, kneel, or sit on the floor, climb stairs, and must regularly lift and/or move 10-15. They must regularly use close vision, distance vision, and the vision and physical abilities to operate a motor vehicle.
