The HCV Compliance Specialist position supports Housing Connect's mission and is responsible for handling quality control for the agency's various voucher programs. The HCV Compliance Specialist will also ensure that staff comply with the detailed regulations, rules, policies and procedures that govern Housing Connect’s administration of its housing programs.

Responsibilities & Duties

Program Administration and Compliance

The below statements are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required. Other duties may be assigned.

  • Remain familiar and current HUD program regulations, requirements, and compliance.
  • Assist in ensuring that all programs meet compliance requirements for HUD funding and other requirements.
  • Effectively use system for reporting and monitoring compliance for all programs.
  • Update staff and assure regulations are accurately and consistently implemented.
  • Prepare for HUD audits and reviews and respond and correct findings in a timely manner.
  • Ensure confidentiality and privacy in regards to history, records and discussions involving residents or staff.
  • Perform file audits of resident certifications, recertifications and/or interim reviews; review and audit all related paperwork which includes income verifications, asset verifications, lease amendments, etc; ensure all paperwork is accurate and completeField incoming inquiries from site staff with questions directly related to income and asset eligibility, legal rents, and property-specific compliance requirements.
  • Perform audits of new move-ins and move-outs (vacate) files and processes
  • As appropriate, follow up with caseworkers on file audits to make sure corrections have been completed. Keep a log of files audited and files to be audited.
  • Review new applications for completeness prior to submission.
  • Review all housing forms for compliance with Housing Connect’s policies, uniformity and clarity.
  • Coordinate PIC error completion and submission with staff. Review monthly error reports.

MINIMUM REQUIREMENTS:

  • Strong knowledge of HUD regulations.
  • Formal training and/or certification in related field and some college is highly preferred.
  • Must be able to work independently.
  • Ability to read and interpret policies and guidelines in order to make sound decisions. Well-developed administrative skills. Strong management skills with principles and people.
  • Experience working with multiple types of service programs.
  • Exhibit good judgment, practical day-to-day experience working with a diverse group of people, and hardworking.
  • Strong written and verbal skills, organizational excellence, and team-oriented.
  • Ability to handle confidential information with discretion and integrity.
  • Proficient in Microsoft Word, Excel, and PowerPoint.
  • Bilingual Spanish/English desirable, but not required.
