Job Statement
The HCV Coordinator performs duties to assist in the management and administration of the HCV Program. The HCV Coordinator supports the mission of Housing Connect by supervising and administering rental assistance for households. This is done by following Housing Connect policies and procedures, and by working with other Housing Connect personnel and various community agencies to coordinate essential program functions.
Job Description
Program Implementation and Management
- Stay informed on Federal regulations as they relate to housing programs.
- Maintain current Policies and Procedures for each program to ensure compliance. Maintain all client files and computer records to meet these requirements.
- Assist with participants and housing specialists to maintain compliance, including interim and annual recertifications.
- Assist staff with ensuring responses in timely manner to all allegations received, such as: criminal activity; fraud, failure to report household changes, or other violated program responsibilities. Ensure that termination process is started if required. Ensure that staff prepares documents required for informal hearings and review for accuracy. Attend informal hearings if necessary.
- Oversee and maintain program compliance. Review monthly reports submitted by housing specialists.
- Coordinate with Accounting Department to ensure accurate and timely housing assistance payments are made to landlords.
- Input new landlords into Emphasys Elite and update landlord changes.
- Process change of ownerships in a timely manner.
- Manage collections for both clients and landlords. Send to collections as needed.
- Process reimbursement payments received by clients and landlords.
- Assist with executing the Housing Assistance Payment (HAP) contracts between landlords and Housing Connect, and assure all appropriate documents are accurate and complete.
- Implement training process including training materials and train new employees.
- Maintain tracking of employee issues and concerns in order to assist HCV Manager with follow up
- Perform other duties as assigned.
Customer Service and Community Collaborations
- Collaborate with Housing Specialists to ensure participants meet program requirements, such as reporting income changes or change in household composition.
- Explain the benefits and advantages of the Housing Program. Encourage clients and landlords to participate in the Housing Program.
- Effectively work with landlords to encourage participation in housing programs. Explain benefits of
- participation and incentives to offset risk. Negotiate rent, deposit, or fee amounts to meet program standards and to help client meet the financial responsibility of leasing.
- Explain policies and regulations to owners participating in or interested in the Housing Choice Voucher Program.
- Provide excellent customer service by responding to information requests in a timely manner, conducting research, providing solutions to problems and correcting errors.
Team Work
- Attend Housing Connect trainings and meetings, representing the HCV department if needed.
- Attend department staff meetings and lead meetings if requested.
- Provide assistance, as able, for other housing programs or for other departments in the agency.
JOB REQUIREMENTS
- Possession of, or ability to acquire, a valid Driver’s License.
- Demonstrated ability to work well with low-income and diverse populations, including the ability to communicate effectively verbally and in writing.
- Demonstrated experience in developing and maintaining relationships with various agencies and program staff.
- Demonstrated leadership skills with the ability to solve problems with other staff members, tenants, landlords, and partner organizations.
- Demonstrated knowledge and ability regarding computer skills, especially email and word processing programs.
- Ability to perform general office procedures and clerical functions.
- Ability to manage multiple priorities. Ability to analyze and solve problems.
KNOWLEDGE OF
- Low-income housing programs, including programs for vulnerable populations.
- Demonstrated knowledge of U. S. Department of Housing and Urban Development regulations as they relate to
- housing programs.
- Community resources and social service agencies.
- Basic math for rent calculation.
