Job Statement

The Housing Choice Voucher (HCV) Manager supports the agency’s mission by ensuring the delivery of high-quality rental assistance and excellent customer service to clients and landlords. This position supervises and supports staff, helps design and implement effective housing assistance programs, maintains compliance with HUD regulations, and works collaboratively with all Housing Connect departments to promote efficient, compliant, and client-centered administration.

Duties & Responsibilities

  • Supervise, train, and support HCV staff, including providing individual guidance to Housing Specialists, assisting with problem-solving and difficult client or landlord situations, ensuring quality program delivery, identifying and correcting program issues, and providing backup support as needed.
  • Assist with and coordinate office functions related to the HCV Program to ensure a safe, productive, and efficient work environment.
  • Establish standards for excellent customer service and ensure timely, professional responses to correspondence and telephone calls.
  • Develop and implement innovative solutions to client and landlord challenges.
  • Run system, compliance, and audit reports to identify errors, ensure consistent implementation of policies and procedures, and work with staff to correct deficiencies.
  • Maintain program compliance with SEMAP requirements through audits and monitoring, including reviewing new admissions, move-ins, and a representative sample of files across all staff.
  • Serve as a primary point of contact for HUD compliance matters and support HUD monitoring, independent audits, and internal quality control reviews.
  • Work closely with the HCV Director to ensure HUD regulations and agency procedures are consistently and accurately applied; assist in developing and maintaining standard policies and procedures; and ensure implementation of new HUD regulations and guidance (e.g., HOTMA, EIV, PIH Notices, etc.), including coordinating staff training.
  • Submit monthly reports demonstrating performance against key performance indicators (KPIs).
  • Track overpayments, money owed, and terminations using EIV and related systems; review and resolve EIV discrepancies; submit monthly reports; and refer clients and landlords to collections as necessary.
  • Review vacate reports on a monthly basis and follow up as needed.
  • Monitor annual recertification activity monthly to ensure timely completion by Housing Specialists.
  • Conduct informal hearings for applicants denied housing assistance from the waiting list.
  • Maintain a small caseload of clients.
  • Perform related duties as assigned to support departmental and organizational goals.

Minimum Qualifications

  • High school diploma or equivalent.
  • Two to five years of experience in supervision and program monitoring.
  • Demonstrated knowledge of U.S. Department of Housing and Urban Development (HUD) regulations related to housing programs for low-income persons, elderly persons, and persons with disabilities.
  • Nan McKay, NAHRO, or equivalent housing program certification (or ability to obtain within a specified time frame).
  • Valid Utah Driver’s License, or ability to obtain one.
  • Proficiency in basic computer applications, including email and word processing software.

  • Flexibility to respond to changing job demands and the ability to perform effectively under stressful conditions.
