Job Statement:

The Human Resources Payroll Administrator is primarily responsible for accurate, timely, and confidential payroll processing. The position reviews timekeeping records, calculates and verifies pay, deductions, taxes, and benefit contributions, maintains payroll records, prepares reports, and responds to employee payroll questions. The Administrator also assists with employee records, benefits administration, recruiting, onboarding and offboarding, compliance documentation, and other day-to-day human resources functions.

DUTIES AND RESPONSIBILITIES

  • Process payroll accurately and on schedule in accordance with established pay periods, policies, and applicable laws.
  • Review employee timecards and payroll changes for completeness, proper authorization, and accuracy; research and resolve discrepancies before payroll is finalized.
  • Enter and verify new hires, terminations, pay changes, deductions, garnishments, leave balances, benefit elections, and other payroll-related transactions.
  • Calculate and verify regular wages, overtime, leave, retroactive adjustments, ACH reimbursements, deductions, and other compensation items.
  • Reconcile payroll registers and related reports; coordinate with Accounting to resolve variances and support payroll-related accounting activities.
  • Maintain accurate and confidential payroll and benefits records and supporting documentation in accordance with retention requirements.
  • Respond to employee and supervisor questions regarding pay, timekeeping, deductions, leave balances, and payroll procedures; escalate complex matters as appropriate.
  • Assist with quarterly and year-end payroll activities, including payroll tax reconciliations, W-2 review, benefit reporting, audits, and required filings.
  • Monitor payroll processes for compliance with wage and hour requirements, tax rules, agency policies, benefit plans, and internal controls.
  • Prepare recurring and ad hoc payroll and human resources reports.
  • Assist with benefits administration, including enrollment changes, eligibility documentation, employee communications, invoice review, and coordination with benefit providers.
  • Support employee onboarding and offboarding by preparing documents, updating systems, coordinating required notices, and completing payroll and benefit actions.
  • Assist with recruitment administration by posting positions, scheduling interviews, preparing correspondence, conducting reference checks, and assist in maintaining recruitment records.
  • Provide employees and supervisors with routine information about human resources policies, procedures, forms, and programs, referring sensitive or complex issues to the Human Resources Generalist and Vice President of Administrative Services.
  • Coordinate gifts for employees and close relatives having surgeries, deaths in the family, or other occasions.
  • Assist in farewells and retirement celebrations.
  • Assist with compliance reporting, records requests, audits, employee communications, and updates to job descriptions, organization charts, and other human resources materials when needed.
  • Perform other duties as assigned.

     

    MINIMUM REQUIREMENTS

  • Associate degree in Accounting, Business, Human Resources, or a related field preferred; equivalent relevant education and experience may be considered.
  • Three years of payroll processing or administration experience; experience supporting human resources functions preferred.
  • Experience using HRIS software, Excel, and applicable accounting software.
  • Working knowledge of payroll practices, wage and hour requirements, payroll taxes, deductions, garnishments, benefits, and recordkeeping requirements.
  • Demonstrated ability to handle confidential information with discretion and sensitivity.
  • Strong written and verbal communication, customer service, organizational, and time-management skills.
  • Valid Driver’s License.

     

    Knowledge of:

  • Payroll processing principles, practices, schedules, and internal controls
  • Timekeeping, leave administration, payroll deductions, garnishments, taxes, and benefit contributions
  • Applicable wage and hour, payroll tax, privacy, and employment recordkeeping requirements
  • Human resources administration, benefits, onboarding, recruitment support, and personnel records
  • Payroll, timekeeping, and human resources information systems
  • Microsoft Office applications, including intermediate spreadsheet functions

     

    Ability to:

  • Process detailed payroll information accurately within firm deadlines.
  • Reconcile reports, identify discrepancies, research causes, and implement accurate corrections.
  • Maintain confidentiality and exercise sound judgment when handling sensitive employee and payroll information.
  • Organize competing priorities, maintain complete records, and consistently meet recurring deadlines.
  • Communicate clearly and professionally with staff at all levels of the agency, vendors, and agency partners.
  • Work independently, collaborate effectively, and provide responsive support.
