The Policy Project is a 501(c)(3) non-profit that acts as an accelerator for sound public policy through community education, grassroots organizing, relationships with community and state leadership, and the creation of public-private partnerships. We craft policy solutions to solve problems and build community to change culture. As a young organization, we have a proven track record in orchestrating broadly supported policy change in areas including women’s health, public education, and sexual abuse prevention. With a current focus on state-level policy in Utah, we are eager to expand our impact into areas such as childcare, housing affordability, and other policies impacting working families’ economic success.

At The Policy Project, a bill passing is the beginning, not the end. The Policy Implementation Manager is the person who makes sure that policy wins actually change lives in communities. This role owns the day-to-day execution of implementation across multiple policy areas—turning strategy into action, equipping partners and agencies with the tools they need, and making sure policies don't just get adopted, they stick. Working directly with the Senior Policy Implementation Manager, this position takes ownership of timelines, relationships, and outcomes across an active and growing portfolio.

Job Responsibilities:

  • Implementation Execution: Own the day-to-day coordination of policy rollouts, managing timelines, tracking deliverables, and keeping initiatives moving forward across multiple policy areas simultaneously.
  • Toolkit & Resource Development: Develop practical toolkits, guides, and resources that equip agencies and community partners to implement policies with confidence and consistency.
  • Stakeholder Relationship Management: Serve as a primary point of contact for community partners, agencies, and stakeholders—providing guidance, proactively surfacing challenges, and ensuring strong, lasting relationships.
  • Training & Technical Assistance: Plan and deliver trainings, workshops, and webinars. Provide ongoing hands-on support to partners navigating implementation on the ground.
  • Project Management: Develop and maintain project plans, manage timelines, and ensure follow-through on key tasks—keeping the full implementation portfolio on track.
  • Impact Tracking & Reporting: Design and manage data collection tools, track outputs and outcomes, and contribute to reporting that demonstrates policy impact to stakeholders and funders.
  • Sustained Implementation: Actively manage policies in "maintenance" phase, maintaining partner relationships, conducting regular check-ins, and addressing new challenges or opportunities as they emerge.
  • Regional Coordination: Partner with Impact Team members and volunteers to support implementation activities at the community level, ensuring consistent execution across geographies.
  • Continuous Improvement: Gather feedback from partners and stakeholders, identify gaps, and lead efforts to improve implementation processes, materials, and outcomes over time.
  • Cross-Team Collaboration: Work closely with internal teams—including Policy Development, Government Affairs, and Development—to keep implementation efforts aligned with TPP's broader strategic priorities.
  • Other Duties as Assigned    

Job Qualifications:

  • 2+ years of experience in project management, program coordination, public policy, or a related field with demonstrated ability to manage complex, multi-stakeholder work

  • A strong sense of personal ownership and follow-through, committed to seeing work across the finish line without waiting to be managed

  • A solutions-first mindset, identifies challenges early, comes prepared with ideas, and works collaboratively to resolve them

  • Strong communication and relationship-building skills, with experience working across government agencies, community organizations, or similar partners

  • Exceptional organizational skills and the ability to manage multiple initiatives simultaneously without losing momentum or detail

  • Comfort with data collection and impact reporting, including developing tools to track and communicate outcomes

  • Resourcefulness and adaptability, able to do meaningful work with limited resources and learn quickly in unfamiliar territory

  • Comfort operating in a fast-paced, evolving environment where priorities shift and strong judgment is essential
