Position Summary

The Policy & Research Associate will support WALC’s policy research and advocacy work at both the state legislative level and with local governments across the Wasatch region. 

Working directly alongside the Policy Manager, this role will support the research and analysis that powers WALC’s pro-housing advocacy campaigns. This is an ideal role for someone early in a policy or non-profit advocacy career who wants hands-on experience building a statewide advocacy program from the inside. You will produce work products that will directly support and shape lawmaker briefings, coalition meetings, and municipal policy campaigns – all focused on advocating for more homes of all shapes and sizes to make the Wasatch Region more affordable for every one of our neighbors. 


Key Responsibilities

Research & Policy Analysis

- Conduct research on housing policy best practices and model legislation from other states and municipalities. 

- Gather and organize data on local and national housing trends, zoning barriers, and economic impacts to support legislative and local advocacy.

- Analyze policy proposals for potential impacts on housing affordability, equity, and neighborhood vitality in specific municipalities in Utah. 

Document Production & Administrative Support

- Produce policy briefs, reports, or technical memos to support advocacy campaigns.

- Provide administrative and project management support on WALC’s active policy campaigns as requested.

Qualifications

Required:

- Bachelor’s degree in public policy, urban planning, political science, or a related field; or equivalent professional experience

- 1–3 years of experience in policy, advocacy, local government, community organizing, or a related field — or a graduate student actively seeking applied experience

- Strong research and writing skills with the ability to translate complex policy information into clear, accessible materials

- Exceptional organizational skills and attention to detail; able to manage multiple projects and deadlines simultaneously

- Ability to work independently in a small-team, remote environment

Preferred:

- Genuine interest in housing policy and land use reform that results in abundant, affordable housing and inclusive, sustainable communities

- Familiarity with Utah’s legislative process or municipal government structures

- Graduate enrollment or degree in MPA, MPP, urban planning, or a related field

Compensation & Benefits

- $$/hour, commensurate with experience

- Flexible, remote contract work environment
