Refugee Foster Care Capacity Supervisor
Position Title: Refugee Foster Care Capacity Supervisor

Hiring Range: $22.50-$30.00/hr. DOE

Primary Function of Position
As the Refugee Foster Care Capacity Supervisor, you will lead efforts to increase and manage the capacity for placing Unaccompanied Refugee Minors in safe and supportive foster homes. You will supervise the recruitment, training, and licensing of foster families, and review referrals to determine appropriate placements for youth.
Major Position Responsibilities
- Supervision and Team Support: Provide direct supervision, coaching, and support to the Foster Family Development Lead, Foster Family Trainer, and Foster Family Recruiter. Promote a team environment focused on responsiveness, quality, and mission alignment.
- Foster Family Growth and Retention: Collaborate with team members to increase both the quantity and quality of foster families available for youth placements. Support targeted recruitment, training, and retention strategies.
- Home Studies and Licensing Support: Complete initial home studies for prospective foster families, including thorough narrative documentation and home safety inspections, in compliance with licensing standards.
- Licensing and Placement Barriers: Identify and address challenges that may prevent foster families from becoming licensed or receiving placements. Provide individualized support and solutions to promote success.
- Data-Driven Improvement: Gather feedback, monitor progress, and analyze data to inform strategies that improve foster family application and licensure completion rates.
- Referral Review and Placement Oversight: Monitor new youth referrals in the online database, assess placement needs, and lead the matching and placement process in partnership with foster families and program staff.
- Therapeutic Foster Home Development: Support the development of treatment level Therapeutic foster homes by building internal capacity, using assessment tools, refining program structure, and collaborating across teams to meet higher-level care needs.
- Training Oversight and Facilitation: Oversee the quality and effectiveness of foster parent training, including curriculum updates, trainer support, and participant engagement. Ensure training content reflects best practices and program needs. Teach the final session of each training cycle and provide leadership to ensure the training experience is consistent, supportive, and well-coordinated.
- Other duties as assigned.
Work Environment
- This position operates in a professional office setting and routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.
- Work is primarily performed indoors and will take place in the office, as well as in foster family homes, workplaces, schools, and other community locations as needed. Some local travel may be required.
Physical Demands
- This is primarily a sedentary role. The position involves frequent use of a computer, phone, and other standard office equipment. Some movement is required for tasks such as filing, which may involve lifting files, opening cabinets, and occasional bending or standing. The ability to sit or stand for extended periods and occasional local travel may be required.

- Technical Proficiency: Proficient in Microsoft 365 applications (Outlook, Word, Excel, Teams) and skilled in using online databases for documentation, communication, and case management.

- Problem Solving and Prevention: Skilled in anticipating challenges and applying proactive, thoughtful problem-solving strategies that support program goals and client well-being.

- Confidentiality and Ethics: Maintains strict confidentiality regarding youth and foster families, adhering to ethical and legal standards of practice.

Education, Training, and Experience
- Bachelor's degree in social work or a related field, or equivalent experience, required.
- Experience in foster care, especially related to licensing and family support, is preferred.
Background Screening Requirement
- Must pass a national BCI/FBI background check.
Licenses, certifications, and credentials
- Current Utah driver's license, proof of auto insurance with minimum policy liability limits of $50,000 per person and $100,000 per incident, 21 years of age or older, a clean driving record, and ability to meet CCS vehicle safety requirements.
- SSW (Social Service Worker) license or higher required - or at least one year of experience in recruiting, training, licensing, and supervising foster families.
Position status and expected schedule
- This position is scheduled for 40 hours per week, Monday through Friday, between 8:00 AM and 9:00 PM, with a rotating weekend on-call duty shared among program supervisors.
