This two-hour training will educate, inspire, and prepare you to take action for your cause.

Policy and advocacy work is best left to the professionals, and in a state like Utah, with a part-time legislature and no year-long staff, that means YOU. You are the ones doing the work on the ground to create cleaner air and water, to help feed the hungry, house the unsheltered, expand access to healthcare, education, and recreation. You are the experts in building community and meeting Utahns where they are. 

In this session, we will demystify the process of how a bill becomes a law, "the Utah way," and outline the many ways in which nonprofits can get involved to affect real change. 

By the end of the webinar, you will:

  • Explore the legislative process: Learn the step-by-step process of how a bill becomes a law at the state level, with a focus on the Utah State Legislature. 
  • Understand the structure of the Utah State Legislature: Gain knowledge about the composition, roles, and functions of the Utah State Legislature, including the House of Representatives and the Senate.
  • Learn various advocacy strategies: Explore different approaches to advocacy, including bridge building, education, and increasing public awareness through rallies and marches.
  • Analyze past legislation: Examine examples of past legislation to identify successful advocacy strategies and outcomes.
  • Develop strategic advocacy plans: Engage in a group breakout session to analyze policy and develop a strategic advocacy plan to enact the proposed legislation.

And afterward, take your learning to the Hill by joining UPHA at the Capitol during their Public Health Day on the Hill on October 16, 2024, from 8:30 AM to 1:00 PM. This is a great opportunity to learn about the legislature during an interim session.

About the Speaker


Carrie Butler is dedicated to public health advocacy and policy, steering the Utah Public Health Association as its Executive Director. With dual master's degrees in Public Policy and Public Health, she has a strong grasp of the relationship between evidence based public policy and its impact on public health outcomes.

For the past eight years, Carrie has been involved in shaping state-level policies, dedicating her efforts to initiatives aimed at improving healthcare access, affordability, and delivery for all Utahns, but particularly for underserved populations. As the Director of the Upstream Consulting, LLC, Carrie spearheads strategic endeavors that focus on building support for legislative action that leads to safer and healthier communities.

Drawing upon her comprehensive health policy background, she champions strategies that transcend traditional healthcare frameworks, focusing on the development and implementation of forward-thinking payment models designed to enhance healthcare access and affordability for Utah residents.

At the University of Utah Division of Public Health, Carrie served as an adjunct faculty member, teaching policy and advocacy to aspiring public health professionals. In addition to her academic contributions, Carrie plays a consulting role for Everytown for Gun Safety, channeling her expertise into initiatives aimed at curbing gun violence by combining public health strategies with impactful policy interventions.

Carrie hopes to demystify the policy-making process through education and mentoring, particularly for early career professionals and students. She lives in South Jordan, has two kids and two dogs and a covid parrot.
